A campaign official for Vice President Kamala Harris has denied that the Democratic presidential nominee supports an electric vehicle mandate, even though she cosponsored an EV legislation in 2019.
On Aug. 27, Ammar Moussa, the director of rapid response for Harris’ campaign, sent a campaign email titled “Lies to look out for ahead of J.D. Vance’s Remarks in Michigan.”
In the email, Moussa warned the public that former President Donald Trump’s running mate, Ohio Sen. J.D. Vance, would “undoubtedly lie, gaslight and try to run away from the truth” about the Trump-Vance agenda even before the latter delivered his remarks in Michigan. The lie, Moussa specifically pointed out, is that Harris “wants to force every American to own an electric vehicle.”
“FACT: Vice President Harris does not support an electric vehicle mandate. Donald Trump rallied against the Inflation Reduction Act, while the Biden-Harris Administration oversaw the creation of tens of thousands of new, clean energy jobs in Michigan and provided ground-breaking subsidies and tax credits for electric vehicles,” Moussa wrote in red to emphasize the message.
However, Harris’ record reveals a different stance from her time as a senator from California.
In April 2019, shortly after announcing her short-lived bid for the 2020 Democratic presidential nomination, Harris co-sponsored the Zero-Emission Vehicles Act of 2019. This legislation, introduced by Sen. Jeff Merkley (D-OR) and Rep. Mike Levin (D-CA), laid out a “bold plan for transitioning the United States to 100 percent zero-emission vehicles.” The bill mandated that 50 percent of new passenger vehicle sales be zero-emission vehicles – such as electric or hydrogen-powered cars – by 2030, with a full transition to zero-emission vehicles by 2040.
Harris also supported an even more aggressive version of this legislation, which would have banned the sale of non-zero-emission vehicles by 2035. As vice president, Harris has backed President Joe Biden’s EV mandate, which requires a majority of new cars produced and sold in the U.S. market by 2032 to be EVs or hybrids.
Moussa cited several news stories from a variety of media outlets, including an article from the website of the Michigan state government, to support his claim that the Biden administration has only incentivized, rather than mandated, the production of electric vehicles.
Additionally, Moussa included that the administration has allocated billions of dollars to build a limited number of EV charging stations and introduced tax credits to encourage EV purchases.
However, the U.S. Oil and Gas Association, which promotes national public policy to support the exploration and production of the domestic oil and natural gas industry, lambasted these claims with facts on their official account on X.
“Kamala Harris’ campaign is now backing away from the long Harris history of her support for mandating EVs for the rest of us,” the group wrote.
“FACT: The Biden-Harris EPA has already finalized the Harris rule which mandates 56 percent of all new vehicles sold must be EVs by 2032. FACT: That rule-making process was put in motion when Harris cast the deciding vote on the Biden-Harris Inflation Reduction Act.”
The group also noted that on April 18, the Biden-Harris EPA finalized its “Multi-Pollutant Emissions Standards for Light-Duty and Medium-Duty Vehicles for MY 2027 and Later” rule.
“FACT: That rule requires 44 percent of new vehicles in 2030 and 56 percent of new vehicles sold in 2032 to be EVs. FACT: Under that rule, gas-powered vehicles which are over 90 percent of the market are to be reduced to 29 percent by 2032,” the organization wrote. “All of this [is] brought to you by the Biden-Harris Administration.”
